The United States appeals from the district court's judgment sentencing defendants-appellees Terry C. Carr and her husband Mark Todd Carr. The government argues that the district court's downward departure from the Sentencing Guidelines' range was improper. The Carrs pled guilty to charges of mail fraud, in violation of 18 U.S.C. §§ 2 and 1341, for their alleged participation in a scheme to defraud the Liberty Mutual Insurance...
