Delaney Abi Odofin, flying from Nigeria, arrived at J.F.K. International Airport on June 3, 1989 and presented a passport bearing the name "Kerry Roy Woods," which he had fraudulently obtained in 1983. For a number of reasons, see stipulation of facts, infra, the United States Customs Agents at this United States border point of entry had "reasonable suspicion"1 that at some time before landing Odofin had swallowed...
