Isla Verde Nursing Home is currently home to thirteen elderly individuals many or most of whom suffer from severe mental or physical handicaps. The Commonwealth of Puerto Rico's zoning agency, Administración de Reglamentos Y Permisos ("A.R.P.E."), refused to grant the nursing home's owner permission to operate the home in its present site, and ordered the home closed.
