This labor controversy comes before the Court on cross motions for summary judgment testing the authority of the National Mediation Board to discontinue payment for services and expenses of neutral mediators selected for two special boards of adjustment ("SBAs"). The issues have been fully briefed and argued. There are no material issues of fact in dispute.
