Reopell, whose rights under the Veteran's Reemployment Rights Act (VRRA), 38 U.S.C. § 2021 et seq., were violated by the Commonwealth of Massachusetts, appeals from the denial of prejudgment interest on the compensation awarded to him by the district court. The only issue is whether, as part of compensatory damages under the VRRA, states found to have violated the VRRA and held liable for back pay and other damages...
