Appellants, Tilley Properties, Inc. and Vulcan Materials Company, own over 700 acres of real property in Bartow County. In 1986, Bartow County enacted its first zoning ordinance, and the appellants' property was zoned A-1, agricultural. Appellant Vulcan wants to mine the granite on the property, and in 1989 the appellants sought to have the property rezoned to M-1 so that it could be mined. The application was denied.
