On February 28, 1991, appellant, Donna J. Munson, was driving her car on Cooke Road when she came up over a hill, saw stopped vehicles in front of her, tried to stop, was unable to do so and struck three vehicles. At the time of the accident, appellant had an operator's license, but did not have any insurance.

Appellant was charged with a violation of Columbus City Code Section 2133...
