In 1965, appellant entered a plea of guilty to the First Degree Murder of his infant daughter by force-feeding lye to her. In subsequent years, he tried on several occasions to obtain the services of the office of the State Public Defender. However, he was unsuccessful in this endeavor. In 1973, appellant's parents obtained the services of Ferd Samper, Jr. to represent appellant in a post-conviction relief proceeding. Evidence was heard in that proceeding...
