Tigard Education Association (Union)1 is the exclusive bargaining representative under the Public Employee Collective Bargaining Act (PECBA), ORS 243.650 et seq, for teachers employed by Tigard School District 23J (District). During negotiations for a new collective bargaining agreement, among Union's proposals was one entitled "Workload," which specified grade-by-grade class size limits.
