Plaintiff here sued the U.S. Postal Service ("USPS") and John Edwards ("Edwards"), the contractor of a set of repairs to the U.S. Post Office in Fredericktown, Missouri. Plaintiff was a subcontractor on the contract site, and was not paid by Edwards after completion of his repair work.
