On a prior appeal, this Court affirmed William H. Babbel's convictions for aggravated sexual assault and aggravated kidnaping but vacated his original sentences because they did not conform to the statutory punishments for the offenses for which he was convicted. See State v. Babbell, 770 P.2d 987, 994 (Utah 1989) (Babbel I). Babbel was subsequently sentenced to three concurrent minimum mandatory terms...
