The State of Nevada, Department of Motor Vehicles and Public Safety ("DMV"), challenges the district court's order reinstating respondent Rowland's driving privileges after the DMV, through its hearing officer, determined that the arresting officer was correct in revoking Rowland's driver's permit for driving under the influence of alcohol.
