Laws, ch. 220, provided for its takeover by the State, the Community College of Baltimore was an entity owned and operated by the Mayor and City Council of Baltimore. It was governed by a Board of Trustees appointed by the Mayor and City Council. In 1986, Joseph T. Durham was president of the college; Ralph R. Fields served as dean of faculty and provost.
