Police stopped defendant's vehicle based on an anonymous telephone tip. The stop revealed defendant was operating while intoxicated. The issue is whether the tip was corroborated by independent police work and, if so, did the tip exhibit sufficient indicia of reliability to provide reasonable suspicion to justify the investigatory stop.
