Presently before the Court is the petitioner's application for a writ of habeas corpus brought pursuant to 28 U.S.C. § 2254.1 This Petition arises out of the claimed excessive delay experienced by the petitioner awaiting the perfection and the resolution of his appeal from a state court criminal conviction.
