The plaintiff, Edward Golin (Golin), was working on a building on Michigan Avenue in Chicago on October 10, 1982, when an altercation occurred between him and the defendant, John Rukavina (Rukavina), who was at the building site pursuant to his duties as a building inspector for the City of Chicago; he was also a part-time deputy sheriff for Cook County and was armed with a gun.
