Appellants Krmpotich and Dahlgren, separate citizen groups, oppose a retail mall development proposed by respondent Watson. The Krmpotich appellants challenge various actions of the Duluth City Council that would permit the Watson development, including procedures followed in enacting a rezoning ordinance.
