The individual defendants, constituting the Oregon Public Utilities Commission (PUC), appeal a judgment for two telecommunication utilities, which set aside rules adopted by PUC. We remand for dismissal.

PUC adopted rules that govern the accounting procedures used by telecommunications utilities. The rules are embodied in a document entitled "Order No. 88-954," which consists of the purported rules themselves and the agency's "order" adopting...
