This is an appeal by two tenants from a decision of the Rental Housing Commission ("RHC") under the Rental Housing Act of 1980 (the "Act"), D.C.Code §§ 45-1501 et seq. (1981). The RHC upheld a refund to the tenants of certain rent overcharges prior to February 28, 1983.
