The board of review and the city of Algoma appeal a judgment reversing the 1990 tax assessment of the Algoma Housing Company's Seagull Apartments, federally subsidized low-income housing. The property had rent restrictions imposed on it by the United States Department of Housing and Urban Development because it was subsidized housing.
