LEVINE, Justice.

Mohamed Yassin and his wife, Hajar Lasseri [together, plaintiffs], appeal from an order granting summary judgment in favor of the city of Fargo. We affirm.

Yassin was injured when he was struck by a car as he walked across 19th Avenue North (the street) near the busy intersection of University Drive and 19th Avenue in Fargo. There are no crosswalks or signals for pedestrian traffic at this intersection. The street is a part of the state highway...
