At issue is a challenge, based on alleged violations of various charter and other statutory provisions, State and city environmental laws and fair housing laws, to former Mayor Koch's 1988 "10-year plan", a projected allocation of $5.1 billion over the next 10 fiscal years to "produce, preserve, and upgrade 252,000 vacant and occupied" housing units "for low, moderate, and middle-income New Yorkers...
