Carlos Bazabe appeals from the denial without a hearing of his petition under the Post Conviction Relief Act by the Honorable Clarence C. Morrison on July 18, 1990. In 1987, a jury convicted Bazabe of two counts of unlawful delivery of a controlled substance (cocaine). Judge Morrison sentenced Bazabe to consecutive terms of four to eight years' imprisonment.
