A panel of this Court affirmed the judgment of the trial court on November 20, 1990. ___ Va.App. ___, 398 S.E.2d 106. A rehearing en banc was granted and the mandate was stayed on December 26, 1990. Upon rehearing en banc, the judgment of the trial court is affirmed by an equally divided court and the mandate issued on November 20, 1990 is reinstated.
