On October 12, 1987 Respondent, Malcolm D. McCallum was involved in an automobile accident. The accident was investigated by an officer of the Anne Arundel County Police Department who, after completing his investigation, charged McCallum with driving while suspended under Maryland Code (1984, 1987 Repl.Vol.), Transportation Article, § 16-303(c), as well as several other motor vehicle violations. McCallum elected a jury trial and was ultimately convicted...
