The plaintiff, Steven Flosi, filed a complaint for administrative review in the circuit court of Whiteside County seeking to set aside the decision of the defendant, the Board of Fire & Police Commissioners of the City of Rock Falls, which had ordered that Flosi be discharged from the police department. The circuit court affirmed the Board's decision. Flosi appeals. We reverse.
