On December 22, 1989, defendant, Tyson W. Stocke, was charged with driving too fast for conditions, a violation of section 11-601(a) of the Illinois Vehicle Code (Ill. Rev.Stat.1987, ch. 95½, par. 11-601(a)), as a result of a vehicle collision in which several individuals were seriously injured.
