The petitioners are clinical social workers employed by the State of Maryland. The principal issues in the case are whether the State violated the Equal Protection Clause of the Fourteenth Amendment or Maryland Code (1957, 1988 Repl.Vol., 1990 Cum.Supp.), Art. 64A, § 27,1 by paying the petitioners less than psychiatric nurses employed at the same facilities.
