Shaffer (Claimant), for review of the March 29, 1990 order of the Workmen's Compensation Appeal Board (Board) which reversed the decision of the referee granting a petition for commutation filed jointly by Claimant and Silver & Silver, Inc. (Employer), pursuant to The Pennsylvania Workmen's Compensation Act (Act), Act of June 2, 1915, P.L. 736, as amended,
