The child in question, S.W., is a girl born in 1981. She suffers from a mental disability, and has been described as having an emotional age of four to five years.

The child lived with her parents until December 1987, when she was removed from her parents' home due to allegations of sexual abuse by her father. She was later adjudicated to be a child in need of assistance (CINA), and has been in foster care continuously since December...
