William James Jacobs was charged with possession of narcotics with intent to distribute and related offenses. On June 3, 1987, the Circuit Court for Talbot County denied Jacobs's pretrial motion to suppress tangible evidence and concluded that the probable cause upon which a search and seizure warrant was based was not stale when the warrant was issued. On August 4, 1987, the case was submitted on an agreed statement of facts and Jacobs was convicted...
