Appellants are residents of Frederick County who appeared before the Board of County Commissioners of Frederick County (the Board) in opposition to proposed amendment WS-88-1 (the Amendment) to the Frederick County Comprehensive Water and Sewerage Plan. The Board ultimately decided to adopt the Amendment, and appellants appealed the Board's decision to the Circuit Court for Frederick County (Dwyer, J.), which dismissed the challenge.
