ROSALYN B. BELL, Judge.

A very young boy asked the Circuit Court for Baltimore City to enter a decree to make him a part of a new family by approving his adoption by his soon-to-be stepfather. That court said, "No — you must wait." We conclude that the court erred. It is too late to change what happened to this little boy, but we hope that this decision will prevent a similar happening for some other little boy or girl.
