The Baltimore City Department of Social Services appeals from an order of the Circuit Court for Baltimore City (Brown, J.), sitting as juvenile court, wherein the court concluded that Michael W. was not a child in need of assistance (CINA)1 pursuant to Md.Cts. & Jud.Proc.Code Ann. §§ 3-801, et seq.
