On 13 September 1987, Michael Francis Flaherty was charged with operating a motor vehicle while intoxicated, and with negligent driving. Flaherty retained counsel, and on 14 April 1988, in the District Court of Maryland sitting in Charles County, he entered a plea of guilty to a lesser included charge of driving while under the influence of alcohol.
