Introduction

The Resolution Trust Corporation ("RTC") as receiver for Arlington Heights Federal Savings and Loan Association ("Arlington"), removed this case from the 18th Judicial Circuit Court, DuPage County, Illinois, pursuant to Title 12, U.S.C. §§ 1421 et seq., the Financial Institutions Reform, Recovery and Enforcement Act of 1989 ("FIRREA").1
