COVELLO, J.

This is an appeal from a judgment of the trial court denying the plaintiffs' application for injunctive relief and a declaratory judgment. The issue presented is whether the trial court properly denied the plaintiffs' claim for injunctive relief and a declaratory judgment for the reason that an adequate remedy at law was available through quo warranto or mandamus proceedings. We reverse and remand to the trial court for further proceedings.
