This consolidated case comes before the Supreme Court on appeal by the plaintiffs, Aniello A. Ruggieri et al. (hereinafter referred to as the taxpayers), and the defendants, the city of East Providence et al. (hereinafter referred to as the city), from a Superior Court decision concerning the city's conveyance of a piece of property to Wampanoag Associates (Wampanoag).
