Mobil Oil Corporation (Mobil) brought a declaratory judgment and injunction action against the City of Rolling Meadows (the City) because the City denied Mobil's "special use" application which would have allowed Mobil to add 152 feet to Mobil's snack shop (mini-mart), and to build and operate a car wash.
