The question presented to this Court is whether the Judicial Inquiry and Review Board (JIRB)1 has exclusive jurisdiction to discipline Judicial officers for misconduct; so as to preclude action by the Disciplinary Board2 against those same Judicial officers who are also attorneys registered to practice law in the Commonwealth...
