McLean County Disposal, Inc. (MCD), appeals an order of the Illinois Pollution Control Board (PCB) affirming the McLean County board's denial of siting approval for a proposed regional landfill. (McLean County Disposal, Inc. v. County of McLean, 111. Pollution Control Bd. 89-108 (Nov. 15, 1989).) Initially, MCD argues the decision of the county board was contrary to the manifest weight of the evidence....
