Lowrey (Lowrey) from an order of the Court of Common Pleas of Chester County (trial court) granting the Motion to Strike of East Pikeland Township and Valley Forge Sewer Authority (collectively, Authority) as to Lowrey's Petition to Open Summary Judgment. Also before us for disposition are Lowrey's Motion to Dismiss
