Campbell (Campbell) petitions for review of an adjudication and order of the State Civil Service Commission (Commission) which dismissed his appeal and sustained the action of the Pennsylvania Department of Transportation (DOT) in removing Campbell from employment as a Highway Maintenance Manager I.
