The Fraternal Order of Police, Lodge No. 34 (FOP), appeals from an order of the Court of Common Pleas of Mercer County, dated March 15, 1990, which vacated in part an Act 111 arbitration award.

The right of policemen and firemen employed by the Commonwealth or by its political subdivisions to bargain collectively was established by the legislature by the Act of June 24, 1968, P.L. 237, 43 P.S. §§ 217.1-217.10, (Act 111)....
