The calculation of a Medicaid reimbursement is disputed in this appeal. Appellant, the Department of Health and Mental Hygiene (the Department), disallowed a portion of appellee's claimed Medicaid reimbursement for nursing home services in the fiscal years ending June 30, 1986 and June 30, 1987. In accordance with Md. Health General Article, Section 15-108 (1990 repl. vol.), appellee appealed the Department's decision to the Nursing Home Appeal Board...
