In 1979, Marco Development Corporation and the City of Cedar Falls signed an "Agreement for Site Plan Approval" which, Marco claims, obligated the City to widen a street adjacent to Marco's proposed Thunder Ridge Mall. After the execution of the contract, the City elected a new mayor. The City's participation in the Thunder Ridge Mall project, which had been an issue in the mayoral campaign, was terminated.
