Ronald Raul Romo (appellant) appeals from a judgment of the Superior Court of Santa Cruz County denying his petition for a writ of mandate seeking to prevent the California Department of Motor Vehicles (DMV or respondent) from suspending his California driver's license based on three convictions for drunk driving within seven years. (Veh. Code, §§ 13352, subd. (a)(5), 23170.)1
