Smoky Mountain Secrets, Inc., contends that the Circuit Court for the City of Richmond erred when it upheld the Virginia Employment Commission's ruling that the company was not exempt from the payment of unemployment insurance for its sales and delivery representatives under Code § 60.2-219(21).
