In August 1973, petitioner obtained in Albany County an unrestricted license to carry a concealed pistol. At that time, his application showed that he was employed as an investigator by a detective agency. Thereafter, between 1974 and 1990 petitioner's unrestricted license was amended six times to reflect, inter alia, his change of employment to an operating engineer in 1982, address changes...
