The petitioners in this case are Ms. Pearlie Roberts, her two children and her four grandchildren. These six children lived with Ms. Roberts in a Bronx apartment receiving AFDC benefits (Aid to Families with Dependent Children, 42 USC § 601 et seq.), Medicaid and food stamps for a family of seven.
